Long enough to go all the way around her torso, make multiple intermediate criss-crosses, and bind her arms behind her... so at least 12 feet. It would be hair long enough to drag behind her as she walked.

She a synthetic, her hair is stored inside the scalp on micro-spools and released/retracted as necessary.

I read up that you'd usually need a little under 3 meters for a basic turtleshell shibari, so your estimate is mostly correct.
