A villainous character from the manga and anime One Piece. A member of the World Nobles with an absolutely abysmal character, regarding anyone but his co-nobles as mere toys to be played with, broken and thrown away (not that most other "Celestial Dragons" are any better, they all behave as if they have a Racism Premium Ultra Platinum subscription).
