    Kinda, yeah. It's Bourbon's trainer in the anime, Kuronuma. He looks and dresses Like That and his voice actor is Kuroda Takaya, better known as the voice actor of the Dragon of Dojima Kiryu Kazuma, so it's almost certainly an intentional reference.
