They reverted her death without any explanation, thus lessening the emotional impact it had, on top of establishing that it's now possible to bring people back from the dead, or, alternatively, entirely recreate them. Her "ghost" has disappeared from the Lost Beyond, so I have to conclude that it is a proper resurrection, not cloning or anything. And yet Phrolova doesn't seem to want to acquire that power for herself, despite her whole goal being the resurrection of her fellow villagers. Any argument of her being redeemed is now impossible, since she seemingly immediately went back to work for Fractsidus, even if she leaves them by the end. And now she's free to do whatever she wants, and we already know from years of working for Fractsidus that she is totally fine with endangering innocent people for her own ends. If that wasn't enough, the Lost Beyond was deemed a failure, thus nullifying her personal accomplishments.
Phrolova's story from 2.5 aged like milk, even though it was already really bad, complete and utter emotional manipulation, aimed to smear Rover, while withholding necessary context that we'll likely get in distant future updates. I really hope Phrolova suffers some form of comeuppance in the future. But at this point, even death seems like a minor inconvenience.

The thing is, Phrolova is already dead, and now exist as TD/Human hybrid (stated on her forte report). Assuming she can't never die to whatever the state she in now.
