Originally tagged this as Pekomama based on the artist commentary, but after translating the text messages this seems to be Pekora, and the commentary is simply referring to how she looks like a younger Pekomama in this outfit.

Unless Pekomama's real name is Pekora too...!? But I decided not to galaxy brain this.
