The message of this art is actually too early to tell, though (and shows a bit of unfair bias):

By the end of 3.7, it's shown that Cyrene had left a part of herself/a "Seed of Memory" in "As I've Written" so that she can re-manifest as Mem in the new Amphoreus. The catch, though, is that this "new Cyrene" would be a real "blank slate": she won't have the memories of the Cyrene/Philia that we journeyed with.

If anything, the 2026 calendar that HSR released a few days ago can attest to it being too early to jump the gun on whether or not we'd have a reunion.
