Nah. If Yukari isn't an Ace, then she has to be a Joker. (Though I assume that the Joker for this deck has to be Tewi).
Marisa would be more suited to being the Ace than the others, by the symbolism of the cards. (The humans/playables in general should be the Aces - both the weakest, but also the most powerful, depending on situation.)
Considering hers is the power of "intuition", Reimu would actually be best suited to clubs, although clubs is generally considered the weakest suit, so I would be surprised if they actually followed through on that.
EDIT: Wow, looking at the artist's works, apparently, it's Reimu as 2 of hearts, sin sacks as Joker, and some of the other playables are utter nonsense, like Youmu as 8 of clubs. Then there's putting Reisen and Alice in as spades, with Reisen being a higher spade than Eirin, no less... It's like they just rolled dice to figure the order out, because there's no logical sense in the associations. How utterly disappointing. If you're going to do something so drowning in symbolism as Tarot or playing cards, at least take the time to make some sensible associations. Mazeran's Persona series isn't even overtly related to the cards, but makes better use of symbolism in association...
