It's 98% fanon. There are a handful of moments, like in volume 10 when Mr. Koiwai says Fuuka is "cute enough as it is" and she gets a whole panel of her blushing, which are marginally suggestive. But shippers gotta ship.
Edited: Truth is, the manga simply isn't about romance at all, it's about Yotsuba. The only way a romantic subplot will ever be more than a side joke in this series is if something happens such that Yotsuba needs a momma.
