You're referring to the opening of disgaea 3: Absence of Justice's intro, no doubt.

It's just a very archetypal design for a female samurai, particularly in anime-style designs. It's like seeing a cowboy with a cowboy hat, chaps, boots, spurs and a revolver and saying "This is from True Grit".
