Isn't one of Boa Hancock's defining personality traits that she never shows her back willingly because of the slave mark of the Celestial Dragons?
Do you think she'd be comfortable enough to do this even WITH Luffy?
This might be similar to Koala's situation when the Sun Pirates put their own brand over her slave mark. Though the way this is drawn makes it look like Hancock was never even branded in the first place.
