None of those you listed are actually young at all. Flandre is over 500 years old at this post (490 something if you don't count the years since her debut). Making Remilla older then that.

A rather tedious reply, might ruin your enjoyment a bit:
Probably unrelated, but Lily's punishment here is just a silly joke, and apparently Satori can't feel what's wrong with her mind's eye (not really sure the reason she's crying there). The cruelest part is that they're tied up honestly. Most of the rest you mention is just cruel because lore more than anything, with some like Flandre and garlic doesn't seem to actually work in actual canon (Edit: Most of them aren't exactly tortured that badly is what I think I was trying to say.)
Chen got it really really bad though, not gonna lie
