For the curious, the problem with buying nothing is that grants given to educational institutions usually do not 'roll over' between years -- at the end of the fiscal year, it's either use the money or lose it, and failure to use it all is often seen as a incentive to give the institution in question less money the following year.

Funny thing. Seems like government budget over here works the same, so close to the end of the year there’s a lot of waste-the-money civil projects.

Welp. Last year, our uni failed at finding a better moneywaste so hard they gave the leftover as a tuition bonus to the students. Not like I have personal problems with that :3
