It actually may not have been so dumb. In the darkness cloud, she couldn't see Yuuka but Yuuka would know her general location. At least out of the cloud, she knows where Yuuka is.

Plus, I suspect she has a plan.

i can't get this nagging suspicion out of my head that Rumia has a plan, but it might involve one or more underhanded tactics...

Truth, but then again, this is Yuuka we're talking about. Someone who regularly fights Yukari to a standstill/stalemate.
