What's that thing down there? Depending on what that it, it might be impossible for a person to get sucked down there because of that concrete barrier.

It looks scary as hell, I woulnt rule out some good photoshop work, since you know, the probability of something like THAT happening is close to 0

Seems unlikely to be photoshop work. This is a spillway for the dam in the back, to prevent the water from overflowing.

Would it be a good idea to get on a tube raft and enter one of those?

If I remember right the spillway in the photo is from a dam in Napa County, CA.
