the artist probably scaled it down using Lanczos when he should have used Cubic (or vice versa I forget which)

one of those scaling methods does not do a very good job with lines

Evidently I didn't explain it good enough. It's a joke, Referring to "chazonezeroseven" had said, which is basically a general concept of a greeting joke which exposes the general attitude of a website and the people within the community, when ot comes to flagging and appealing pictures.
