It happens when a tag is suddenly removed from many posts (perhaps only when it's nuked entirely). For instance, shanghai used to be used instead of shanghai_doll. When it was replaced, it then became the tag for the city. You'll note it lists itself as having -60 posts even after all this time. I think it may have to do with how many deleted posts had the tag before nuking, but I dunno.
