Actually, Air would most certainly move... when a greater force was placed on it.
Assuming that Sakuya's internals speed up as fast as she does (which is a must), she'd merely push the air molecules aids as she moved. Breathing would be achived by inverted force from her lungs. It all works out, otherwise they wouldn't have even started trying to tamper with slowing time (scientists, I mean).

Sakuya's powers were erreta'd by ZUN during an interview about SDM. Sakuya's ability was broadened into control of space and time, otherwise she would suffocate since air wouldn't move in her stopped time.

Late is late, but it just occured to me.
If she can't breath because of time stop alone, then wouldn't it just compund the issue if she could control space?
I mean, all that would mean is she could increase or decrease the space between Oxygen Molecule A and Oxygen Molecule B... it doesn't actually help her lungs absorb said cells.

Light moves at the speed of 3000km/s if my memory serves me right. And although you say it's stopping time, light can still travel at a much slower speed or Sakuya won't see anything to be moving. Ah, I'm making too much sense, better keep my mouth shut.

Most works that talk about "Time Stopping" alter it to mean "slowing time to imperceivably slow speeds" to avoid this sort of problem.

Presumably, to make air breathable, rather than time stopping for everything but her body, it creates some sort of "bubble" around her where times flows normally (or relatively closer to normal) for breathing. When she moves, that simply pushes some air out of her bubble, and new air into it. It would also allow her to touch and move things without them having infinite inertia, and also explain why she throws knives that travel about a foot away from her hands before stopping until Za Warudo wears off...

(Besides, the notion of "time stopping for everything but her" implies a very human understanding of what "her" means. Your outer layers of skin and hair are dead material that we consider part of "us" until they actually flake or drop off, then "isn't us", despite nothing physically changing but relative location. Her clothes don't turn into an impassible barrier, in spite of most people not particularly considering their clothes an actual portion of their body, and people certainly don't consider carried weapons, I.E. knives, to be a "part of their body", etc. It's more logical in terms of physics to assume an effect that takes place within a radius of some source than a human understanding of what constitutes "a person", and what is merely around them.)
