I'd say no... people were making assumptions on how the order works, and the rules seem to be a bit different than what people were thinking. Apparently location is more important than game... we're moving into Myouren temple because of the game order, but Kyouko and Mamizou aren't being forced to wait. Probably makes some sense... Kogasa makes a better bridge character to the Taoists.
