That's because Japanese z-buffer inevitably fails in the presence of eyes. Hence the variety of rendering artifacts, such as hair becoming transparent or appearing under the eyes.

This post came out 10 years ago, and with the recent claim about Reisen being human, I think this might be possible in canon. Unless her ears are actually some kind of mutation, that'd be a different story.

Going back to Perfect Memento, the entries for Eientei's residents try to steer clear of calling them Lunarians (and Reisen a Moon Rabbit), even though their articles do contain overt references to the Moon. It's never been established if this is Akyuu's ignorance or intentional editing, though it is one of those issues that created the image of "Akyuu the Liar."
