okay, this is what I don't get, why when some touhou characters do something bad, they are called a bitch, but when people like Yuuka or Flandre does something bad, it's okay?

Who said it's ok? Some Touhous are just mean so often that it's barely worth mentioning.

Expectations; though I htink this goes in the Devil part and not the angel part.

The main expectation is Rapattu's Letty being very nice, hence the Devil part being a shock. Now if it was a artist/character known for being mean, I doubt people would be that outraged because they're rather used to it and/or it's funny (See the Trollosuke comics)
