I could be mistaken, but isn't this Satelizer from Freezing? I think the character and series tags may have been switched up with another post of work done by this artist. They are done by the same artists I believe, but I think the characters and series have been swapped.

Crossmake is a biannual doujin by the same illustrators of Freezing, Koimoku etc. Includes various short stories of the different series plus character sketches.
