No, no, it's the USS Good Wive.
As for the year, there doesn't seem to be any other reason than just the artist want it to be.
The artist that started it made the picture at 02/09/2011(Heisei 23) which is also his birthday. I don't see any connection with 2013(Heisei 25) other than it's in the same period.

It apparently can be translated as either/or. Both are pretty funny. USS Good Wife, the best aircraft carrier to ever set sail!
