Bandora was played exclusively by the more aged Machiko Soga. Rita, on the other hand, was changed to the much more youthful Carla Perez once the stock footage ran out. And this is clearly a young and attractive version of the character.

Well, the Rita Repulsa character was a combination of stock footage of Witch Bandora from Zyuranger (played by Machiko Soga), along with original footage shot specifically for Power Rangers [in season 1]; followed by other actresses in seasons 2-6 & the movie. Since that's who the artist was referencing, I think it gets the Robotech waive.
