I... I mean, it could be a thing. Would it be like an eyepatch? Is the design a pirate joke? This is wicked mysterious.

Likewise began wondering about this when looking at post #1504978. While the character's outfit does suggest it, I've never seen - photo or drawing - or heard of such a piece of clothing. I also doubt a design like that ("one-strap panties"?) would fill its purpose very well. I'm guessing Doc is correct when suggesting it's a pirate joke.
