I searched 'scissors', 'teddybear' and 'sad', but didn't find anything. Though amongst the ones tagged 'scissors' there's a girl that looks a lot like her and probably is her, Iwakura Lain , from a series called Serial Experiments Lain. Another post shows her holding a teddybear.
