Who would Reimu be then, if I may be so bold as to ask? Sanae? Sakuya?
Reimu and Sanae are Japan.
Reimu is the isolated, traditional past. She lives alone, is generally peaceful, she likes occasional guests but gets irritated when people show up en mass. When she goes abroad, she does it in force and tends to leave a mark, but doesn't actually hold her ground very well outside of her home territory.
Sanae is the present Japan, outgoing, energetic, but unstable and still wary of foreigners (or youkai, as the case may be.) Her shrine is innovative and brings in lots of worshipers, but its innovations can't give it long term prosperity.
