I'm a little tempted to retranslate this using "U Mad?," since the usual usage of the phrase "おこなの？" seems to be equivalent to it, and this is obviously referencing that usage, just combining it with ~nano desu... But that'd clash with the Admiral's obviously non-trolling manner here, so...
