Figured out hte aritst (referencing the signature with the name in japanese as well I found a similar signature on a page in "(Kouroumu 7) [Seishinkan Eikyuu (Various)] SanaPai to Kiite (Touhou Project)"

I suspect this is from an Okuu themed doujin.
