Yes, but the rule on Danbooru has been if there's a noticeable chest (not flat), it's not considered loli for the purposes of the site.

Let's consider that female breasts appear larger when hanging down from a horizontal torso. I'm convinced that if this girl were sitting or standing up, it would indeed look a lot more like a flat_chest.

A lolita is a girl who is (or, more frequently, appears to be) prepubescent. loli + breasts = null set

This post has a child post that is not tagged as loli. Doesn't look like loli to me, either. I assume that this picture is simply a higher quality version of the child post.

For anyone doubting that this is of Mitsuru as a child, please reference post #457833. The little girl with short hair, twin curls, and an A-cup is clearly the same girl as in this pic (presumably) and its child. (See also http://www.youtube.com/watch?v=R4hrgd6EVRc for the game event.)

Retagging this and it's associated posts loli. Please reference the posts I mentioned above. Anyone who has played P3:FES should know that this is a pre-pubescent Mitsuru, and anyone who hasn't should know from the body type.

Removed the loli tag from this post and its relatives. The figure depicted in this image does not in any way appear prepubescent, nor even close to it. There are breasts (small, but notable), the ass is huge, and the hips appear to flare out from the waist significantly. The only thing truly missing, here, is pubic hair - which would not be visible at this angle.

This is precisely NOT how tagging on Danbooru is done. Such things are considered meta-information, and are not applicable. Only the elements visible in the image alone, and occasionally artist's commentary, are to be taken as relevant for tagging purposes.

Sorry, but her breasts are just barely beginning, and her torso appears to be only twice the length of her body and only slightly longer than the man's upper thigh. Her hips aren't that huge if you stand her up -- note where they hinge. She has a nice ass, but she's quite underage.

Also, if we were completely forbidden to use any out-of-image knowledge, the young tag wouldn't exist. Comparing her to any other images of the same character makes obvious her relative age. Retagged.
