Koyuki is the ghost-writer of a popular web column on a Japanese pets' site called "Koyuki's Not Upset!", because the low set of their brow makes them appear perpetually annoyed, much like our own Tardar Sauce. Pixiv has been holding a Koyuki illustration contest for the past month or so, and this is one of the entries.
