I don't really know how to translate Kougami's sentence "俺を監視役に選んだんだろうけどよ…。". Had it been just "俺を監視役に選んだんだろう" I would've known that Kougami was citing being assigned the Madoka Mafia's watchdog as a reason for why ditching the chief would be so simple (and seeking assent to boot), but the "けどよ…。" makes it sound like it would be simple but for the fact that he was chosen to be their watchdog.
