Kogasa's definitely in the first panel. Looking at the fourth panel, Yoshika's legs are extended, as they should be. The legs in the first panel are Kogasa's.
they were in the front of the seat.... but in panel four.... they somehow ended up in the back and where others are in plain view, when in fact wasn't visible in the first panel....
