They appear to be light two-piece robes, along the lines of those available in hotels with public baths for guests to wear en route to and from the facilities. If it's a mixed-attendance sauna, they're likely meant to provide modesty despite using thin cloth.

I've been there and I do remember wearing a robe. It's really hot, but there was something about the size of the place that made it seem weirdly comfortable. I had only been in really small saunas before that. Also, I'm pretty sure I was sitting down the whole time. I don't remember an option to lay down. And that place has AWESOME food. That was the main reason we went there. They may be in trouble yet...

I hope they take a detour to Koiwai farm. That place rocks.
