I remember seeing this shinapuus pixiv a long time ago. Im wondering... are we allowed to upload pretty old works from active artists? There are some Touhou drawings of his I would like to upload that arent on here (despite people usually uploading his works within minutes of him posting them...) but Im not sure if Im allowed.

As long as the art is acceptable quality and the artist is not banned, there shouldn't be an age limit.
The cases I've run across are generally where one user is uploading all of the artist's (worthy) work so others don't bother to do so, then that user either stops or vanishes and nobody ends up picking it up, either not realizing that user left or thinking the artist stopped.
