According to early design notes left by Takeuchi Naoko, the original creator of this series, Kino Makoto was supposed to have been a sukeban (female teenage gang leader), a smoker, and not a very nice person.
All that remains of this "previous incarnation" is the very long skirt (a signature "fashion part" of sukeban) she's seen with in her civilian form. Well, at least we know that Koshimizu Ami can voice Makoto here like her previous incarnation if need be.
