They're polar opposites. As long as Cirno can stop/slow down the movement of the atoms by Perfect Freezing them, Utsuho can't do any attacks.

Unless Utsuho creates bright enough light from the movement of atoms, then Cirno is doomed. Even absolute zero wont affect the energy carried by photons.

That really depends on how Okuu's power works. IIRC there's never been an explanation of whether she's actually creating the energy required to start a fusion reaction or if she's accessing it from another source. If she's actually manipulating molecules to start fusion reactions, then their powers would basically cancel each other out.
