Cute, work-safe images of fully clothed girls should not be tagged as loli -- that is what the child tag is for.
When I first opened the image, it didn't feature almost any tags, so I could see, that it didn't qualify for loli. Meanwhile I browsed other pictures, and when I returned to this one, it was already tagged with this. As I don't have a premium account, I cannot remove the tag myself.
