I think that's her teacher, since many of HK's Ushio pics seems to paint the grand scene that she's in a school setting.

Also, post #1802828 and post #1802827 appear to be made to look as similar as possible, but are by a different(?) artist. (Although the way that the hair is drawn is different enough to imply it's homage, not continuation under a different name...)
