Not really? Since it's just 6 dev constantly dying and being reset while admirals keep transferring out due trauma?

That's exactly the same with exception of time travel and the admiral

It's a good analogy but at the same time it's a bit different.

I find this more like steins;gate where Shimakaze keeps seeing the deaths of her friends but can't do anything but just watch.

However based from the previous pages...

The girls were "replace" everytime someone got sunk. Hence the numbering tombstones.

But Shimakaze just despaired instead of trying to do anything?

You are saying like it's that easy. It's quite hard to do so. In military related stuff, you can hardly go against your superiors. THey have clear reasons to lay those orders out. That's what you have to think in order to get something done. That's why there are so many suicide missions in the world history up uintil now.

I'm not bashing shimakaze here, just not seeing too much of a homura/shimakaze parallel here.

When Homura first went back she met Madoka in class Madoka had no idea who she was this happened more than once and every time it ended with Madoka dying and her not being able to stop it

Shimakaze survives and everytime the 6th would return not knowing her and I assume in battle she must have tried her best. The one on the phone can be seen as Kyubey in a sense as for the admiral well that and the time travel as I said is the only difference then again you could look at the admiral as Madoka as previous ones change after losing the girls. Shimakaze did try like Homura to be seem cold and distant while hiding how much she cared.

Well there's the motives, goal(or shimakaze's lack of thereof other than survival in the beginning), reaction(those graves meant a lot to shimakaze, while failed past loops were rather useless to homura), and how they got in the situation first place(shimakaze is forced into it with being into the military and all, while homura kept going back in time for madoka's and her own sake). So while I see a parallel in the situation I don't see much parallel between shimakaze's and homura's characters, aside from being a survivor and the acting cold and distant thing. Probably not gonna reply to the counterargument if there is one since I'll just be forcing my opinion at that point. I'll read it though.

We have to celebrate her arrival!
    you're up.
I heard that our commander will be arriving today.
    Apparently it's a woman.
Ah, then Inazuma will cook something!
    Ah.
    Ah...
