Really? In the 90% of the cases for me I feel that most lipstick do the opposite and make them just look bad... but maybe that is just me. :/

Probably used the wrong kind of lipstick and made their lips stick out like a sore thumb. Make-up application is a skill, after all. One does not simply put on make-up without some understanding of shading/counter-shading for starters.

I meant more when it comes to lipstick in manga and anime.

Real life is generally fine with the exception when girls put on too much make-up so it stands out and isn't really that attractive (in my opinion)
