Read Forbidden Scrollery, she one of the main antagonists.

I wouldn't call her strictly antagonistic so much as ambivalent. She's not really for or against the main characters, but pursues her own agenda that occasionally aligns with and occasionally opposes their own.

Well, with both of the ongoing manga, most of the characters are basically doing their own thing, and the responsible ones (Kasen in WaHH, Reimu and Marisa in FS) try to keep things from going south.
That seems to be the basic formula for official Touhou manga, actually.

Uhh, she subtly threatened to hurt kosuzu if she didn't read that forbidden scroll regularly. I'd call that being a villain for sure

She did NOT threaten Kosuzu; Mamizou implied that the SCROLL ITSELF could hurt Kosuzu if the girl didn't read it regularly.

...Or something like that. I don't remember off the top of my head. But Mamizou, despite her apparent intentions of using Kosuzu's airheadedness to her own ends, has never expressed any ill will or intent to harm towards the girl.

Scroll was sealed, so that couldn't do anything - check
Mamizou offers to buy (steal) the scroll (with fake money)
Mamizou says to read it once a month or else she'll summon "a truely terrifying youkai" - check, obviously referring to herself.

Pretty obviously evil intentions for making more youkai there.
