I think one of those banners you wear around your head when you have determination or something to motivate you maybe? I am not entirely sure because I am not well verse in Japanese culture

Yes, that's what it is. I think the slogan is hitchuu which means hit the mark, a reasonable slogan for a rifleman, though I wouldn't want it on a bullseye I was wearing.
