This post itself is not an actual shikishi, the artwork is clearly digital and the frame border is also digitally inserted. Retagged with shikish_(object) instead for now, assuming it is intended to be a "simulated" shikishi.
If you could refer the source (blog/twitter post) for re: this being shikishi it would be helpful for clarifying how this artwork actually relates to said twitter contest.

The American localizers tweeted this. Apparently the Japanese site was later updated to show different shikishi (last I checked that page contained no images other than the digital banners and stuff at the bottom; photos of the shikishi represented there can be found in multiple tweets by the NEKOPARA twitter around September 29 to October 2). So I guess perhaps this shikishi comes with the physical Limited Edition copy, and the other hand-drawn ones are the prizes for the contest. Can't tell for sure without knowing Japanese; I didn't even know what a shikishi was until I saw them spamming about the contest (with no details of course) on Twitter and Googled it.
You've pretty much got it right, it's two different things.
This post is for the physical limited edition copy (possibly only for the localized version). It's probably more like a mounted print or a small poster, really; I don't think it's going to be printed on actual shikishi autograph board format, so shikish_(object) is the more appropriate tag.
The real shikishi shown on the nekopara site are prizes for a publicity campaign. They are signed by the respective seiyuu, plus two by the singer for the ED. Entry (was) by tweeting an icon, or posting their banner on your site or blog. Another two shikishi were prizes for a scratchcard lottery at c87.
