I don't think they are so much laughing as it's more like an overly excited mother(or 2) that legitamitely think they are doing a good thing giving their child a protective sweater to keep them warm but don't understand that it's probably embarrassing said child.

I don't think they gave her that coat, I think it's hers and they're just fawning over how cute she looks in it. "Come on guys, leave me alone! It's practical!"
