20+ years of watching Star Trek and the classic Doctor Who have taught me that two versions of the same person (from alternate universes) can't co-exist in the same spacial-temporal continuity... Not to be confused with the “Blinovitch Limitation Effect”, which states that two temporal incarnations of one person cannot occupy the same space, not without negating reality.
Or, these doujins are just foreseeing the inevitable ret-con by the makers of Kancolle, allowing both characters to exist as separate entities- and thereby increase the overall marketability of the franchise.

Indeed I don't recall it ever being mentioned. Besides Hoppo is supposedly based on Dutch Harbor while Airfield Hime is Henderson Field. 2 different locations thus making them 2 different people in a sense.
