I don't think you understand Michishio, if that torpedo had hit Yamashiro, it could have very easily been a crit. Whereas hitting Shigure would make it more likely to be a dud.

Amusingly, that's exactly how it works in Order of Battle: Pacific/World War II...
Destroyer units (which are meant to be a squadron of destroyers) take limited (about 2 of 10 total) damage from torpedoes, while (single ship) battleships can take 5. Add in that battleships cost as much as 8 times as much to repair, and literally THE reason you use destroyers is to just keep in front of the battleships and eat all the torpedoes and incoming shelling that come their way because they're vastly cheaper to repair while you have Yamato squish an enemy unit per round. You just buy a half-dozen Kagerous to cycle from eating torpedoes in the front row to fleeing back to Akashi sitting one tile behind Yamato (or rather, a support ship, but really, Akashi) to get repaired before being thrown right back out to eat more torpedoes.
