While I'm not exactly certain what that means, I think it's somewhere along the line of "Well, I can't become Kai-2 but (it's not such a big deal)" which broke Fubukin's heart because she tried so hard to become Kai-2. I don't think Fubuki's implying that she, in fact, can be Kai-2 whenever she wants as per the current translation.

That aside, how does the artist churns out new releases every day; doesn't he/she has to work o.o.

There are other artists who do upload releases everyday, they usually have a job during the day and then they start drawing at night. It just depends on the skill and speed of the artist in question.
