italia_(kantai_collection) should implicate littorio_(kantai_collection) like verniy/hibiki.

She looks too delicate for an Italian. I hope the fandom gives her a noisy and energetic personality (and excessive hand gestures) for that authentic Italian experience.

littorio_(kantai_collection) and remodel_(kantai_collection) should be enough for her or maybe something like littorio/italia_(kantai_collection). The changes arent too big to tag them separate, if you dont count the change of name.
We dont use different tags for those DDs adding radars and small stuff like that, so I guess this would be similar.

Taigei and Ryuuhou have different tags, though
