So I see 2 possible things

Zuikaku now thinks Shoukaku is in love with her

OR

Zuikaku was in love with Shoukaku all along

Or maybe Kaga jumps at Shoukaku (see here for why) turning this into a weird triangle

It's the latter. The previous "it's a secret" makes it obvious.

My money's on Shoukaku screaming out some sort of line about how terrible it is for women to love each other at Zuikaku right before Zuikaku confesses to Shoukaku, bringing extra drama down right before Shoukaku realizes she's in love with Zuikaku, too.

More like Shoukaku's in love with her own sister (notice how she's okay if Kaga goes with Akagi)
