Not sure if this is perversion of canon. His heated snorting notwithstanding, the intense, bug-eyed stare is apparently what Housuke/Apollo actually looks like when using his Focus ability. He MIGHT be staring at her chest, but with his eyes so distended, it's tricky to be sure.

The kicker here is that for that point in the game, the quirk you have to perceive is Shinobu/Juniper coughing, illustrated by the ribbon on her uniform fluttering, so, yes, you do have to stare at her chest to spot it.
